Government shuffles key secretaries: new appointments announced

KATHMANDU: The Nepalese government has made significant changes to key administrative positions, including the transfer of Dr. Ram Prasad Ghimire , the Finance Secretary, to the Office of the President. In his place, Ghanashyam Upadhyay , the Secretary of the Commission for the Investigation of Abuse of Authority (CIAA), has been appointed as the new Finance Secretary.

New Responsibilities for Ghanashyam Upadhyay

Upadhyay, who previously served as the Secretary of the CIAA, now assumes responsibility for managing the country’s economic policies, budget administration, and revenue policies. With extensive experience in financial administration, he is well-regarded for his expertise and leadership. His career includes:

Serving as the Chief Secretary of Bagmati Province for one year.
Holding the position of Secretary for Labor, Employment, and Social Security for four months.
Working as the Secretary of the CIAA for seven months.

Managing roles such as Chief District Officer of Lalitpur and Kathmandu.
Known for his straightforward nature and dedication to public service, Upadhyay is recognized as a diligent and capable administrator.

Dr. Ram Prasad Ghimire’s Transfer

Dr. Ram Prasad Ghimire, the former Finance Secretary, has been transferred to the Office of the President. Following this, Narayan Prasad Sharma Duwadi , the Secretary of the President’s Office, has been reassigned to lead the CIAA as its Secretary.

Promotions and Transfers

In other administrative changes announced during Monday’s Cabinet meeting:

Baburam Adhikari , currently serving as Joint Secretary, has been promoted to Secretary.
Madan Bhuju and Chandrakala Paudel , recommended by the Promotion Committee during its Thursday meeting, have also been promoted to Secretary-level positions.
Additionally, Baburam Adhikari , who previously served as the Provincial Secretary of Lumbini Province, has been elevated to the role of Secretary.
