KATHMANDU: The Public Accounts Committee (PAC) of the Parliament has directed to cancel the procurement process of the second package related to the tunnel and bridge construction of Kathmandu-Tarai Fast Track.
Altogether twenty-one companies were competing for the construction of two tunnels and bridges at Dhodre (1.37 km from Simpani to Chalise Kholsi) and Lendanda (1.4 km from Ghattepakha to Bandrekholsi). However, the Nepal Army had declared China’s Poly Changda Engineering Corporation Limited as ‘pre-qualified’.
The PAC concluded that the procurement process was not conducted in a competitive, transparent and economical manner as per the Public Procurement Act. The committee, which held discussions with the representatives of the Ministry of Defense and the Nepali Army on Thursday, directed to cancel the current procurement process and resume it as per the Procurement Act.
Meanwhile, PAC has also directed the Public Procurement Monitoring Office to prepare and make available appropriate guidelines, procedures or criteria for pre-qualification test, bidding and call for proposals.
